My understanding at the moment is that an EASA PPL, of any EASA state, can, if flying below 3000ft AMSL and 140kts IAS be legally VFR in 1500m flight visibility and in sight of the surface. Night: Same as above, but you need 45 minutes after reaching your first point. You also need to maintain VFR cloud clearance in Class E airspace which starts at 700 or 1200 feet AGL.
